How do buildings in Boquerón get water?

There is no large freshwater supply. In Filadelfia, the Fernheim cooperative runs a desalination plant treating groundwater at about 14,500 ppm and mixes it with shallow well water, and in 2020 it built a 23.5 km pipeline from the Campo Aroma reserve for droughts. A state aqueduct from Puerto Casado to Loma Plata (203 km) delivered its first water in 2020 but was not providing steady supply as of April 2021, so water storage is a standard design question.

What does the Bioceanic Corridor mean for Boquerón?

The MOPC is paving Route PY15 from Mariscal Estigarribia to Pozo Hondo on the Argentine border in four lots, with progress between about 30% and 46% at the end of June 2026 and Lot 3 at 40% in August. The corridor will tie the central Chaco to the Carmelo Peralta to Porto Murtinho bridge into Brazil. Better roads should make material deliveries easier, though no completion date for the section has been announced.

Who approves construction in Boquerón?

The departamento has four municipalities: Filadelfia, Loma Plata, Boquerón (Neuland) and Mariscal José Félix Estigarribia, and each handles approvals in its district. Filadelfia, for example, has adopted a land use and zoning plan (POUT 2023 to 2038). In Filadelfia, also check with the Fernheim cooperative, which supplies water.

Boquerón covers the central and western Chaco and is home to Mennonite colonies, including Fernheim around Filadelfia, whose cooperatives drive the regional economy. Filadelfia and Loma Plata, about 25 km apart, together hold roughly 60% of the departamento's 71,078 residents (2022 census) and draw workers from other parts of Paraguay, Brazil and Europe (ABC Color, 2023). The MOPC is paving the third section of the Bioceanic Corridor on Route PY15 from Mariscal Estigarribia to Pozo Hondo (219.5 km in four lots, about US$354.2 million funded by Fonplata), with lots between about 30% and 46% complete at the end of June 2026.

Water is the defining constraint: sources in the Chaco are scarce, a lack of significant rain since late 2019 dried up tajamares (earthen reservoirs) across the Chaco Central in 2020, and Filadelfia's cooperative desalinates groundwater at about 14,500 ppm and blends it with shallow well water. The MOPC describes the terrain along PY15 as sandy, which is why the new road is raised on embankments above flood level and built with cement-stabilized layers. The Transchaco highway, built in the 1960s, links the area to Asunción, about 470 km away.
