Does Lambaré have sewer service for a new building?

Not citywide. In June 2024 the president of the Junta Municipal said it is very expensive for an investor to build 10, 12 or 15 floors because the developer must first build its own sewer system. The basin sewer project financed by the IDB and Spanish cooperation had not begun construction as of June 2025, so budget for on-site wastewater treatment.

How serious is flooding from the Arroyo Lambaré?

The stream overflows during heavy rain, and in November 2023 two soldiers were swept away by its current. The mayor said many streets were paved without side gutters, so storm water runs over the surface. Check where a lot sits relative to the stream and its crossings before buying.

Who approves building plans in Lambaré?

Under Ley 3966/10 Article 235, building, extending, renovating or demolishing requires a prior permit from the municipality, and a Lambaré municipal official listed plan approval among the procedures handled at the municipality in June 2026. No published requirements list was found, so ask the Municipalidad de Lambaré which office receives the plans and what documents it requires.

Lambaré Today

Lambaré borders Asunción and has the Paraguay River as its southern limit; it covers 27 km² and had 127,150 residents in 2022. Its premium area is around the Yacht y Golf Club Paraguayo, and in September 2025 the president of RE/MAX Paraguay described Lambaré as one of the most active markets in Gran Asunción, with vertical developments now part of the urban landscape. A municipal official said in June 2026 that the city made its largest road investment in 16 years on Avenida Cacique Lambaré in the second half of 2025, and that the extension of the Costanera Sur connects the city with Asunción.

Building in Lambaré: What to Know

The Arroyo Lambaré overflows in torrential rain; in November 2023 two soldiers were swept away, and the mayor blamed unplanned growth and streets paved without side gutters, adding that the city still lacks sanitary sewer. The Lambaré basin sewer project (US$ 165 million, with IDB loans of up to US$ 105 million and ICO loans of up to US$ 60 million approved by Ley 7074, per ABC Color) includes a treatment plant on a 20 ha site next to Cerro Lambaré, but as of June 2025 construction had not started and the two remaining bids were well above the official budget. Why Investors Build in Lambaré

RE/MAX Paraguay's president said in September 2025 that buyers are mostly Paraguayan middle and upper-middle class families, with foreign investors present but in smaller numbers than in Asunción, mainly interested in rentals and mid-sized projects. Premium projects cluster near the Yacht y Golf Club, and in June 2024 the president of the Junta Municipal said that the lack of a sewer network makes 10 to 15 floor buildings expensive because the developer must first build its own wastewater system.
