Who issues building permits in Caaguazú?

The Municipalidad de Caaguazú. Ley 3966/10 Orgánica Municipal, Article 235, requires anyone who wants to build, extend, renovate or demolish to obtain a prior permit from the municipality, and to follow the laws and municipal ordinances. No published plan approval checklist was found and the municipal website did not respond during verification, so ask the municipality directly.

Should I design for strong winds in Caaguazú?

Yes. The 29 September 2026 storm brought winds the weather service estimated at 70 to 80 km/h, with gusts residents put above 100 km/h, and it destroyed sheds and poultry buildings in nearby districts. Roof anchoring and the bracing of open structures such as sheds and carports deserve attention.

Caaguazú Today

Caaguazú is a city on Ruta PY02 in the department of the same name. The 2022 census counted 98,200 residents in the district, almost unchanged from 98,136 in 2002. In 2023 ABC Color reported duplication works on Ruta PY02 where it crosses the urban area, and municipal procurement records show cobblestone paving tenders for several city barrios in 2025 and 2026, managed by the municipality's Secretaría de Obras.

Severe wind is a real design load. On 29 September 2026 a storm hit the department: the national weather service gave preliminary average winds of 70 to 80 km/h while residents reported gusts above 100 km/h, and sheds, poultry buildings and greenhouses were destroyed in nearby districts. A meteorology official said Paraguay lies in a broad severe-storm corridor running from Bolivia to the Río de la Plata basin. In Caaguazú district about 16 families in barrio San Pedro were affected, and the mayor said the municipality had set up a Secretaría de Gestión y Reducción de Riesgo, led by the local volunteer fire department, ahead of El Niño weather.

Why Investors Build in Caaguazú

Caaguazú works as a commercial center on the PY02 corridor; La Nación's 2021 profile of the department used the nickname 'capital de la madera' (timber capital) and listed sawmills and furniture among its main industries. In September 2026 Law 7706 approved a US$ 75 million IDB loan to pave 123.79 km of rural roads in seven departments, and ABC reported that half of the works would be in Caaguazú department. No independent source on foreign investment or real estate projects in the city was found.
