Do I need a municipal permit to build in Itá?

Yes. Ley 3966/10 Orgánica Municipal, Article 235, requires anyone who wants to build, extend, renovate or demolish to obtain a prior permit from the municipality, and to follow the laws and municipal ordinances. Plans therefore go to the Municipalidad de Itá. Its website could not be reached during verification and no published checklist was found, so ask the municipality directly for current requirements and fees.

Is my street getting paved under Plan Central 2?

Possibly. The MOPC's Lot 1 in Itá covers 29.74 km and more than 20 neighborhood roads, including Itá Conavi (1.76 km), Itá Potrero (1.67 km), Acceso Sur to Peguaho (2.05 km) and Calle Carlos Antonio López (1.15 km). More than 15 km had been paved by February 2026, so check the MOPC list and the current status before relying on paved access.

What should I know about building near the Laguna de Itá?

The lagoon in the city center overflows in heavy rain, and an activist quoted in August 2026 links this partly to paving that reduced ground absorption. MADES concluded it needs dredging, but as of August 2026 the work had not been done and no date was set. Lots close to the lagoon need careful drainage design and a check of past water levels.

Itá Today

Itá is a Central city about 40 km from Asunción, known as the city of the cántaro (clay jug) and honey, with 69,049 residents in the 2022 census, up from 50,391 in 2002 (about 37% growth). The largest current public investment is the MOPC's Plan Central 2: Lot 1 covers 29.74 km of neighborhood roads in Itá (G. 49,476 million), and more than 15 km had been paved by February 2026. Route D027, the old PY01 alignment between San Lorenzo and Itá (about 26.3 km), is also under a rehabilitation and maintenance contract signed in July 2025.

Building in Itá: What to Know

Where Itá streets had no prior base, Plan Central 2 crews first do earthworks and drainage, then build the road structure and a 4 cm asphalt surface; the MOPC lists drainage, culverts, gutters and signage as complementary works. The Laguna de Itá in the city center overflows during heavy rain. An environmental activist quoted in August 2026 said paving has reduced ground absorption and sends more rainwater to it, and that MADES had concluded it needs dredging, which had not been done. Some secondary roads remain poor: in June 2026 users of Calle Po'í, which runs through J. A. Saldívar, Itá and Itauguá and serves as an alternative ambulance route to the Hospital Nacional, reported large potholes along almost its entire length.

Why Investors Build in Itá

Road access is the main documented trend. In September 2025 the MOPC awarded a public-private partnership for Ruta PY01 from Cuatro Mojones to Quiindy: rehabilitation of the whole route and duplication from Ytororó to Paraguarí, with total investment estimated at US$ 413 million. The plan includes grade-separated interchanges at Ruta PY01 and route D027 in Itá and at the paved Itá to Nueva Italia road. The D027 contract (about G. 200,897 million, 18 months of rehabilitation followed by maintenance) covers milling, asphalt paving, shoulders, drainage and road safety works, and the MOPC said it includes bus-only lanes.
