Do I need a permit to build or renovate a house in Ñemby?

Yes. Ley 3966/10 Orgánica Municipal, Article 235, requires anyone who wants to build, extend, renovate or demolish to obtain a prior permit from the municipality, and to follow the laws and municipal ordinances. Ñemby is a residential city in the metropolitan area south of Asunción, with 116,383 residents in the 2022 census, up from 71,909 in 2002 (about 62% growth). Ruta PY01, the former Acceso Sur, runs through the city. In July 2026 the national government opened 10.69 km of newly paved streets in Ñemby, the first part of the MOPC's Plan Central 2 Lot 4, which covers 28.78 km in Ñemby and Guarambaré. Small multifamily projects are appearing in the urban center: a 2025 environmental study filed with MADES describes 16 apartments in two four-level blocks (1,135 m² built) on a 360 m² lot two blocks from Ruta PY01.

Building in Ñemby: What to Know

Storm drainage is the main local weakness. In September 2026 La Tribuna reported that Ñemby still lacks an efficient storm drainage system, that runoff torrents hit several areas and that some surfaces flood within minutes of rain. The 2025 MADES filing says its downtown lot had electricity, asphalt and cobbled streets, municipal piped water and garbage collection, but no sewer connection, and describes gently rolling ground on sandstone with slopes under 2% and good drainage at that site. When ANDE opened its 220/23 kV Villa Elisa substation in June 2022 (160 MW added), it said the work would also improve supply reliability in Ñemby.

Why Investors Build in Ñemby

The documented drivers are population growth and road works; no independent data on outside buyers in Ñemby was found. In September 2025 the MOPC awarded a public-private partnership for Ruta PY01 from Cuatro Mojones to Quiindy: rehabilitation of the whole route and duplication from Ytororó to Paraguarí, with total investment estimated at US$ 413 million. The plan includes a grade-separated interchange at Ruta PY01 and Avenida Bernardino Caballero in Ñemby. The city also holds Cerro Ñemby, about 17 km south of Asunción, a hill quarried from 1989 to 2016; in January 2025 the municipality held title to 48 of its 72 hectares, a 7 km walking path had recently opened and about 2,500 people visited each week (Última Hora).
