How will the PY01 project affect building along the route?

MOPC says the PY01 project covers 108 km between Cuatro Mojones and Quiindy, with duplicated sections, interchanges, pedestrian bridges and bypasses at Yaguarón and San Roque González, under a USD 413 million public-private partnership run by the Rutas del Mercosur consortium. If your lot fronts the PY01, check the planned right of way with MOPC before designing access, walls or signs.

Who approves building plans in Paraguarí?

Building permits are municipal in Paraguay: Ley 3966/10 Article 235 requires a prior permit from the municipality to build, extend, renovate or demolish. Apply to the municipality of the distrito where the lot sits, such as Paraguarí, Carapeguá or Yaguarón, and ask for its current requirements.

Who provides drinking water?

ESSAP has an office in Paraguarí city, and in July 2024 it signed an agreement with SENASA and the departamento government to expand coverage and improve service. Outside the main towns, water may come from community systems, so confirm the provider for each lot.

Paraguarí is the departamento south and southeast of the Asunción area, crossed by route PY01. Its larger towns in the 2022 census include Carapeguá (29,351 residents), Yaguarón (29,242) and the capital, Paraguarí (20,678). The largest public works under way are the USD 413 million public-private partnership to rehabilitate and widen 108 km of PY01 between Cuatro Mojones and Quiindy, with bypasses at Yaguarón and San Roque González (MOPC, October 2026), and a 31.5 km paved road between Quyquyhó and María Antonia meant to end the isolation of about 15,000 residents (MOPC, September 2026).

Building in Paraguarí: What to Know

The terrain includes hill ranges such as the Ybycuí sierras, and the Tebicuary River runs along the departamento. Many rural communities still depend on dirt roads; MOPC's Quyquyhó to María Antonia works include embankments, storm drainage and relocating water pipes. In July 2024 ESSAP, SENASA and the departamento government signed an agreement to expand drinking water coverage, and ESSAP has an office in Paraguarí city (19 de Enero between Lomas Valentinas and Gral. Brugués).

Why Investors Build in Paraguarí

MOPC says the PY01 upgrade will benefit about 2.6 million people, mainly in Central and Paraguarí, which should improve access from the Asunción area to towns along the corridor. The works include duplicated sections, interchanges, pedestrian bridges, more than 20 intersection upgrades and new bus stops. No sourced data on foreign investment or real estate projects in the departamento was found.
