Who approves building plans in Villa Hayes?

The Municipalidad de Villa Hayes. Ley 3966/10 Orgánica Municipal, Article 235, requires anyone who wants to build, extend, renovate or demolish to obtain a prior permit from the municipality, and to follow the laws and municipal ordinances. Even ANDE's 2026 substation tender requires the contractor to deliver the plans that need municipal approval. The municipal website did not respond during verification, so confirm requirements and fees in person.

Yes for low riverside land. The riverside park works in 2026 required hydraulic fill to raise the ground to a non-flooding level. For lots near the river, get a survey of past flood levels and plan fill or raised floors before designing.

Will water supply improve in Villa Hayes?

A JICA-funded treatment plant designed for 12,000 m³ of water a day, with a raw water main of about 1.1 km, is planned for more than 33,000 residents. In July 2026 the MOPC was inspecting the site for the plant and work camp, and no completion date was published. Until it operates, confirm the provider and pressure at your address and plan storage.

Villa Hayes, capital of the department of Presidente Hayes, sits on the Paraguay River on the Chaco side, with 47,967 residents in the 2022 census. A riverside park is under construction with national, departmental and municipal backing, aimed at about 50,000 residents; its first stage includes a riverside walk, sports areas, food spaces and lookouts, and in May 2026 the President said the second stage would also be built, with both hoped ready by Holy Week 2027.

Building in Villa Hayes: What to Know

Riverside land floods: in May 2026 the park works were placing hydraulic fill (refulado) to raise the ground to a non-flooding level. Water supply is being expanded with a Japanese government grant through JICA (1,936 million yen) for a treatment plant producing 12,000 m³ a day and a raw water main of about 1.1 km, for more than 33,000 residents; in July 2026 MOPC technicians inspected the site for the plant, the site office and the work camp. ANDE's Villa Hayes substation is being expanded: in December 2025 ANDE signed a contract for a fourth 500/220/23 kV, 600 MVA autotransformer bank, and in September 2026 it tendered a further expansion together with the Itaipú right-bank substation (US$ 31.1 million for both, IDB financed, 540 days of works).
